What mandatory actually means
Very little training is mandatory by name in legislation. What exists is a duty to ensure staff are competent and appropriately trained, and a set of subjects that are effectively required because you cannot evidence competence without them.
That distinction matters when someone asks why a subject is on the list. The honest answer is usually that it is how you evidence a general duty, not that a specific rule names it.

The subjects most services run annually or on a short cycle, with the caveat that frequency should follow risk in your service rather than a generic table.
