Training plans fail for operational reasons, not for want of intent. They are built on a calendar and executed against a rota, and nobody reconciles the two until the week the session is due. This guide is about building the plan the other way round.

The March problem

Almost every service has a month where everything falls due. It is nearly always the month a group of people were inducted together, usually after a recruitment push, and it repeats every year afterwards because renewals are set from completion.

The fix is dull and effective: deliberately bring some renewals forward to flatten the peak. Slightly early costs nothing. Late costs you an overdue entry and, occasionally, a shift you cannot safely fill.

Constraints first

Build the schedule from what is fixed rather than from what is desirable.

  • Minimum staffing for each shift
  • Skill mix, not just headcount
  • Night staff, who are the most frequently missed group
  • Part time patterns, so the same person is not always the one released
  • Agency cost of backfilling, which decides how many can go at once
  • The trainer, who is usually the scarcest resource of all
